Given that most web hosts give you “unlimited” bandwidth, way beyond what any site really requires, using CSS to lower traffic costs is now irrelevant.
The real reason to use CSS is to isolate your design from your content, and maintaining all those design elements in a single file instead of spread out across all the pages on your site.
With a single CSS file that is cached, your pages load faster due to the fact that they are naturally smaller minus the design elements in addition to the caching of the CSS file.
